Not saying it's the issue for everyone, but even my iPad Air 2 started this after iPad OS 13. I have to do a hard reset at times to make it go away for a little while. Sometimes I have to reset it 2-3 times to clear up the issue.

In my case, I have no doubt it's related to iOS/iPad OS.

I also lost the ability to "Smart Zoom" with a double-tap.n It really irritates me too. I used that function constantly.

Unfortunately from my experience (and many people's experience on these forums and ifixit) all updates are coincidental. The issue is usually a hardware fault of the iPad and once it starts no downgrades/updates/firmware changes would ever fix it.
 
I’m on the latest IPP 12” and had the screen issue to the point that Apple sent me a box to return for repair. I did a reset to new to have it ready to return but while waiting on the box it wasn’t having any screen issues at all. I tossed the box as they wouldn’t be able to replicate the problem. It slowly returned and got back to as bad as it was when I ask for a repair. I was on IOS 12.whatever. IOS 13 dropped so I hoped on it and have been trouble free since day one on 13.

Great to hear this! But please be careful, the unresponsiveness and screen problems can return any time as per this thread on ifixit. Where people report all the time that it comes and goes randomly with any iPad (including latest IPP 12.9").

yea Im just waiting, funny thing was it was at its worst on Beta 13 so I went back to 12 till the public release of 13 came out and I have been good ever since but I’m just waiting on the new IPads to release and this one is leaving.
 
Currently, my problem with the 12.9 3rd Gen is gone since 13.2. Hope this stay forever.

Congrats! Hope you didn't catch an iPad hardware defect (that cannot be fixed by any updates) like the rest of us.
 
I’ve experienced touch disease on my 12,9 2018. Funnily it got better after updating to 13. I have the same orientation issue though and that started with 13. I’ll open my Smart Keyboard and notice the screen is in landscape. Dock it and all of a sudden it’s in portrait. Can’t reproduce

This 2-year long thread on ifixit seen many people trying to update their iPads, reported that issue fixed but then reported that it returned after a while. Unfortunately from reading all the threads about unresponsive screen problem (and experiencing one myself) I can tell that Apple iOS updates never helped to fix the main hardware fault in the end.
 
It’s clearly not a software issue at this point. It’s happened across every iOS version from 10 to 13 and even happens after factory resets. It’s hardware problems.

Totally sympathize. About a week ago I went to the Apple reseller to discuss my issues with the screen - and sure enough we couldn’t replicate the issue. It seems to come and go.. gratefully my ipad’s issues with screen responsiveness seem to be minimal. The only thing that still really bothers me is when i have a typo and want to correct it, i can’t do the thing where i press the word to enlarge and zoom into it in order to correct the letter i need. The screen simply does not respond when i try. Also i’ve noticed when i have a typo and that dotted red line appears below the word, when i try to press it nothing happens... i don’t get to see the word options.

This sucks I know... i believe the only thing we can do is manage to video tape the problems when they happen (and i know its hard because they come and go.. and last only 2-4 seconds so by the time you hit the record button its over...)

Bleh. Ever since chatting online with a support representative and setting up an express exchange my gen 2 iPP 12.9 has been behaving perfectly. Never thought I’d be wishing for the issue to come back but I’m fearful of it passing inspection once returned and being charged for the exchange. LOL

In ERS it’s not returned even if no issue is found.

What about the millions of other iPads out there?

Yes AppleCare+ coverage until Feb 2020. I intend to renew it to monthly once that expires.

The replacement is working flawlessly - as it should. I'm in heaven again for now. Hopefully I wont get hit with full replacement cost as that will sting a lot given that I would have rather have spent that on a new iPP at that point and kept the old one as is.

You won’t. Just contact Apple to get the hold released if you’re in a hurry.
