Yes, a certain amount of light is necessary.

There're some small clip-on lights for the readers or covers.

My disagreement is with your use of the phrase "just as easily". Dim light, depending on the degree, may be readable, but it causes much more eye strain than reading in a reasonably bright light.
Ah OK. What I meant was if you can read paper comfortably in the prevailing light, you should also be able to read an eBook reader, and not that reading was the same regardless of the light level. I see that it was poorly worded.
