When I manually put the volume all the way down, as in click the volume down rocker all the way until no white squares show, the keyboard still makes a sound. The only way to mute the keyboard is to use the mute button. Is this normal or an iOS 6 bug? This is ipad 3.

No, I don't mind the clicks sowmetimes, but it used to be that lowering the volume would eliminate all sound, including clicks.

There are two volumes to adjust in iOS: volume of media (eg. games, apps, music) and volume of alerts (eg. calls, notifications, keyboard). If media is playing, the volume keys adjust the media volume. If no media is currently playing, the volume keys will adjust the alerts volume.

You can adjust the media volume independently at any time by double tapping the home button and swiping right. You can also fine tune your preferences in the Settings app under "Sounds".
