1.How does changing the user password via system preferences effects the keychain password?
2.what happens if you reset it? (Now via system preferences)
3. What causes keychain to get into pop ups loops asking for passwords?

If you change another user's login password, their keychain password remains the same.

They should be able to reset their keychain (to delete all the keychain data and make a new keychain password) from Keychain Access.app in Preferences > "Reset my Default Keychain". Then they will be prompted to make a new keychain password, which they should make the same as their login password.
