YT Premium subscriber here (in case it matters) with 2017 iPP 12.9. As far as I can see nothing higher than 1080p 60fps available for me in the YT app.

In addition to the 11 pro, it works on the mini 5, so I would guess anything A12 and above??
Having said that I only use safari on Ipad for youtube in order to avoid ads and I am perfectly fine with 1080p... (I use my Samsung Tab S7+ if I really want more...)

Seem like only mini 4 and new ipad pro support 2k and 4k youtube?

Why? mini 4 is too old.

If it's A12 and above, that's

iPad mini 5th gen
iPad 8th gen
iPad Air 3rd-4th gen
iPad Pro 11 (all gens)
iPad Pro 12.9 3rd-5th gen

Even iphone 6 can run 1440p youtube video, so cpu is not the problem, may be just Apple just does not want old ipad supports 2k and 4k to increase new ipad sales.

Iirc, the video codec used (VP9/AV1?) is the issue. I believe Google re-encoded their higher res videos to VP9 to save on storage and bandwidth. Alas, older devices may not support HW acceleration of the new codec (or if they do, only partially).

Google decides what resolution to allow on their app.

May be Google does not want to spend development resource on old ipads. Even iphone 6 can play 1440p then air 2 has basically same cpu can do that too, but my air2 only has 1080p option.

There is VP9 in advanced testing option in safari in my air2, so I am pretty sure Google just doesnt want to upgrade the app for air 2 yet.

It is almost 2022 now, Air 2 still doesn’t support 2k or 4k in YouTube with IOS 15.
It never will, just like any iPad below A12....
A12 is a big dividing line, not just in performance, this and several features (mainly introduced with IOS 15) didn't make it even to the very powerful A10X (in the 2017 iPad pro). One of the reasons if the lack of the neural engine, even though in the case of YouTube this is probably not the reason.

I see, may be because hardware video decoding. Then I guess ipad 2021 has 2k 4k options in YouTube then.

I look at the pixels of iPad, look like basic iPad or air actually cannot get closed to 2560x1440
The maximum 16:9 resolution for all non 12” pro is very closed to 1080 anyway, so 2k or 4k options don’t really help. I try to watch 4k in 1080 24” monitor before, there would be like 0.5% different so practically almost no improvement.
