I certainly hope not. It's pretty stable but still needs work on it...

Edit: Actually, there is no way it is the GM version: If it were it would just say "Mac OS X Lion" when you download it, not "Mac OS X Lion Developer Preview 4": The whole point of a GM is it is exactly what will be released (assuming no last minute issues)

Apple tends to put GM in the link of the download, there are known issues listed, and it does not work on 2011 MBPs. This may be the last before the GM but since there is plenty of time until release I would assume we see one more release before GM if not two.

It works on my 2011 MBP though..... In fact, I'm running Lion DP4 right now on my 2011 MBP, although it's quite buggy....
 
What is buggy? I have had the opposite experience from DP3 to DP4 is like night and day. No bugs for me so far.

Boot up takes over 1min
In Safari the previous function by swiping doesn't work like it should, half of the time it won't load the page
Every time I disconnect my secondary display (iMac) things get really buggy, the background disappears, and often the menubar as well....
Sending e-mails often doesn't work, it doesn't send, but when I close mail and open it again it will begin sending the mail.
and preview doesn't work at all for videos....

Interesting. I never really timed the boot time, but does not seem excessive on my system. No problems with external displays. Also not experiencing any other of your problems. File some bug reports.

Multi-touch gestures are sometimes a bit annoying and don't work properly. (2-finger swipe to go back and forth doesn't always do what it should etc.)

But apart from that I didn't have any problems. Thought I still don't think it's the GM. As someone pointed out - "Instructional movies coming soon" are pretty good hints.

Of course it's not GM. Why are people doubting that? It's obvious, I had to hack my way in to getting Lion on my MBP and I can't install it on my 2009 iMac at all....
