From the first screen click the letter i to the right of Battery Health Normal and you will get my second screen with the Optimize option you are after.
That's the problem...that option doesn't exist.

Same thing on my MBP 13" 2015, running Ventura using OpenCore. No battery health either...
I'm assuming that this is one of those things where the 2015 model may just not be supported.

As I'm using it as a server it's plugged in constantly.. oh well

don't think it is a MacBook issue, I had it on Mojave and Monterey.

How long does it take for it to start keeping the battery at 80% instead of 100% while plugged in on an Apple Silicon Macbook Pro (Ventura)?

Give it a little more time. It does not seem to be on a specific time table like exactly 14 days, it seems to vary based on your usage on battery.
Yes, I will wait a while longer to see what happens. I have had it plugged into power for the last 15 days with just one period of 2-3 hours about a week ago where I used it unplugged. Still at 100% right now.

It is rather difficult to understand why it takes so long to start working, especially when I have not been using it plugged in and not plugged in on a daily basis. It seems to me that 15 days is certainly long enough. Assuming it ever starts to work. I hope so. I am starting to get concerned though.

I would expect the MBP to be smart and even if plugged in it would use the battery to allow it to go down to 80%. Do I need to unplug it and let it go below 80% and then plug it in so that it will charge to 80% and stop? I tried that a week ago, but it didn't work. It was under 80%, I plugged it in, and it charged up to 100% again and it has remained that way.

For some people here, the feature either hasn't worked or has been inconsistent. You should consider using an app like AlDente, which works and is highly thought of on the forums.

That may have reset the clock so to speak. Just leave it plugged in and don't do anything and it will eventually see the pattern of non-battery usage and drop to 80% and hold there.

Yes, I will do that. I just rememebered that about 3 days ago I wiped down my computer table so I moved things off for about 5 minutes. I had to unplug the MBP to do that also. Although rare, I wonder if a power glitch (maybe only a second or two) would also reset it?

Yes, I will consider that if after a bit more time the built in Apple software proves to not work.

I just want to add that it is not that mine isn't working, the option is not there in settings-battery where it should be. I had and it worked in Monterey, but after upgrading to Ventura it is no more.

I found out a solution to re learn macbook charging behaviors after fresh install or updates. keep mac on with wire for some hours.
Then change the date manually and set it 2 months into the future. restart and well done your macbook will charge to 80% only.

But now i found a new tool from a german developer. The name of the app is Energiza. This works fine for me it stops charging when i want and dont overwrite my own pmsettings works when sleep or lid is closed. I used the one from the homepage not app store.
