I have this happen on a Digital AV connector and on a USB 3 Camera adapter. Both are official stuff from Apple
Have you looked carefully in the lightning port for debris?
My touchscreen goes unresponsive for a moment all the time, seems like any time its plugged into power or battery is less than half full. My power connector is not loose at all.
I *think* I saw some dirt. I just am unsure how to clean it but I have already used some canned air. I saw suggestions to use toothpicks but I am hesistant lest I damage the contacts
Many times when the lightning cable seems loose it turns out there was debris or lint in the connector. Most for people who carry their iPhones in their pocket but could happen with the iPad also.
I have carefully used a tooth pick. Need really good lighting and eyesight!

I guess anything would be OK but anything metallic would be low on my list. take a sharp knife and split the toothpick in half or quarters if needed. There are several threads about debris in the Lightning port if you do a search. They might guide you.

In all seriousness, this is an interesting thread on dealing the touch screen issues. I already traded my 12.9” 2nd gen in (after Apple said nothing was wrong) and will wait to see if a Mini 5 manifests or the smaller iPP goes on sale.
Only reason why I even want a Pro again is because Procreate needs 4GB for working with layers and rendering smoothly.
I am very excited to hear that Adobe is going to introduce a FULL version of PhotoShop for the iPad. I have spent a multiyear learning curve with PS and would like to see this.
Yep. Lousy AC adapters can put out dirty power, causing touchscreen problems, besides being dangerous.I used to have this problem until I found out that the power source I am using is giving unclean power. Once I went for better quality stuff, that problem went away

It depends on your cord, of course... especially Apple's very thin cables.
Also, using 3rd party chargers/cables can make it unresponsive when charging;
some work great, others, or even certain combinations of cables & chargers can work & not work together.
I have had devices act possessed simple by the angle of the cable, or how it is sitting in the USB port of the charger;
usually Apple works perfectly while plugged in to charge, others, the device will open apps, change Brightness, close apps, snap pictures... anything.

I went with the 12.9 due to the 4GB too, it is starting to show its usefulness!
The iPad Pro and Pencil will be very useful for Photoshop; I can imagine some workflows using them
I had a 12.9 going with 10.5 to replace. Glad you’re figuring out what was going on with yours.
There have been build quality issues with both sizes, and Apple could not find issues with mine (as far as touch not responding). Wish you luckThanks, I am hoping it is not the iPad though. If it is, it indicates a bigger issue (e.g. build quality of iPad Pro 2).
Least I will do is to try to insist for one that is either on 11.2.6 (which I recall no issues but then again I may be wrong) or 11.3.1. Both versions give me the option to jailbreak too, of which I will like to try some stuff with

Where is the Apple Store in Singapore?Update: I did some tests. The new adapter does not exhibit any of the strange behavior I mentioned earlier and seem firmer so it looks like just the adapter needs to be RMA'ed. In good time apparently since the warranty was about to expire in 3 days time.
Went back to Apple Store Singapore and spoke to the staff about it. After a bit of a confusion (since I am doing a RMA and a refund at the same time), I got my money back and another new adapter (they took back both the spoilt adapter and the one I bought that day)! I hope this new one will more or less solve the problem; will most probably make another post in a few weeks' time to update?
