DxO PhotoLab DOES use the Neural engine for their DeepPrime XD noise reduction/deBayer function, and it flies. I have moved to a M3 Max MBP from a final-generation Intel, and I was watching DeepPrime XD fly along at 4-5x the speed of my previous Mac (while also consuming only 30-40 watts -it hit 80 watts for a few seconds, then settled into 35 or so for the rest of the calculation (30 seconds on a 100 MP file). Neither the CPU nor the GPU were reporting high use, so what was REALLY fast and REALLY power-efficient? AHA - it's using the Neural Engine!
