I remuxed the same video into a MP4 container. About 450% CPU usage required in IINA when playing back the video.

But the funny thing is, Finder (preview) and QuickTime can NOT play back the video smoothly. Heavy shuttering with CPU demand fluctuate between 20%-200%. Exactly the same symptom as when the system try to use HEVC hardware decode.

So, it's a sign that macOS try to use the GPU hardware decode.

Did you run into these same issues with High Sierra, or is this just in Mojave?

I know proper GPU hardware decode works with Adobe applications in High Sierra with NVIDIA GPUs if using NVIDIA Web Drivers with CUDA installed. According to support from Adobe and NVIDIA, NVIDIA Web Drivers are 100% necessary for it to function properly. Hardware decode works with H264 and many other codecs, but I've yet to get "proper" acceleration with HEVC/H265 and likely never will based on the MP5,1's CPU (and do not expect it).

Personally do not use IINA often enough to know if it is 100% a program or platform issue, but I certainly do not experience the same shuttering or playback issues.

Cannot test with the same tools/apps you're using, but quick activity monitor during a test UHD (4K) H264/MP4 playback in IINA on MP5,1 barely shows a spike in CPU load over idle in High Sierra 10.13.6 17G5019 with GTX 1080 FE and 387.10.10.15.15.108 NVIDIA Web Driver. Test file is 3840x2160 @ 29.97fps, about 38Mbps, 320kbps/48K aac audio, shows as H264/MPEG-4 part 10. Encoded through Adobe Media Encoder CC 2019.

Opening the inspector window during playback says "Hw Decoder: no".
Same file on MBP11,3 and opening inspector window during playback says "Hw Decoder: videotoolbox".

So something is (not) going on here...

Might I suggest ditch the 1080ti and get Vega its a lot supported under Mojave and you don't have to mess around with web drivers any more and vega 7 support it finally here.

Mojave support is irrelevant. I would ditch OS X completely before I ever used APFS.
