I know this is an old thread but why can't you somehow put your newly backup or newly restored bootrom copy onto the restoration CD or image then burn that CD? If this would work then there would be no need to de-solder and flash the chip or flash the newer chip from a flash programmer. Is it possible to place that copy onto the CD image and replace the one that is on there now?
You are wrongly assuming that the Firmware Restoration CD process works. If ever, it only worked for a very narrow use case when you have an interrupted flashing process, the EFI is still MP51.007F.B03 and the BootBlock is not damaged.
Most people with bricks never ever got it to work since the main issue with MacPro5,1 is NVRAM volume corruption, one thing the Apple efiflasher (firmware tool) never touch.
Intel - who developed this almost useless resource - knew that it was a flawed process and stopped issuing restoration CDs with the next platform (Sandy Bridge). Apple followed the same steps, there are no Firmware Restoration CDs with Macs starting from 2011ish.
The only Firmware Restoration CDs that I personally know that kinda work are the ones from Lenovo, since most boards have a recovery SPI flash, but they also stopped issuing it years ago. There are also some high end servers with LOM that have a working BootROM recovery system that also works flawlessly.
