I am using the same adapter, with an LG 24UD58 and with Dell P2415Qs. Have you tried a different HDMI cable?

For a second I had my hopes up - I did order fresh cables from AmazonBasics, but what if they were not up to spec? So I tried a different cable, a CSL HDMI 2.1 (rated 4K@144), but nope, same thing. I also just moved my PC next to the TV to test with, output driven by a Nvidia GTX 980 - AmazonBasics cable: 4K@60 works. CSL cable: 4K@60 works - not the cables, not the TV.

My next test will be ordering one of these active converters: Club3D CAC-1504 active USB-C to HDMI 2.0 adapter.

I just did a Google search and found this. Maybe it's applicable to your TV:
On my LG Ultra HD I got a menu message that said "To view the 4K@60Hz ... via connected devices go to [Picture]>[Picture Adjust]>[HDMI ULTRA HD Deep Color] and change the settings into On."
You might also try the USB-C port on the other side of your computer if you haven't tried both already.

You solved it! Crazy that Windows just ate it without issue, but after flipping that bit in settings, EDID reports way more info and most important - higher link speeds. I guess this is an active adapter after all? Crazy how Anker stuffed it inside such a small case for this price.

Maybe because I went straight to Nvidia control panel it bypassed the whole EDID thing and just forced the mode. Time to edit posts and strike out incorrect info.
