If it's a 2015, by default the fan doesn't spin on start up, they only spin if it gets hot, remove the board and inspect it both sides for corrosion.

I would put everything back together and let the machine charge for 24 hours without touching anything. I had that problem with my iPad and now is running well.

Hi thanks for your advice! I’ve just tried this and unfortunately the laptop still won’t boot.. I’m thinking that there is a serious problem with the logic board. Unfortunately I don’t have the skills or money to fix it at the moment. The laptop is quite old now, I’m not sure if it’s worth spending $500 to get it fixed. I’m thinking of saving up and buying a new MacBook Air.
Thanks for your advice though. I really appreciate it from both of you!
not worth $500 repair imho, sell it for parts , you can easily buy a used one under $500 with that model.

Hi guys, I'm at a lost here. My macbook pro 2015 a1502 doesn't turn on. I've tried the SMC, NVRAM reset and all the other possible solutions but it still won't boot.
My macbook is charging, the fan turns, the only thing that doesn't work is there's no CAP light on.
I've replaced the trackpad flex cable before but have not replace the magsafe cable yet. For awhile it was turing on with a chime and able to see the Apple screen but after few times playing with the flex cable, it stopped turning on.
Apple support say its logicboard which that's their easiest way out. Any sequence I can do before really fork up $600 to replace the logicboard?

I don't think it's "easiest way out". What you describe is akin to logic board failure. If everything powers, but the OS doesn't boot, then the EFI-BIOS failed to post which means logic board failure.
