3.0GHz Quad Core Xeon CPU's for the 1,1 are quite cheap these days,
The ram and Vid cards are the pricy parts.

I upgraded my 1,1 from 3.0Ghz dual core Xenons to a pair of 3.0Ghz Quads
and pushed the ram to the full 32Gig, runs like a dream,
Recently upgraded to a 3,1 which I'm using now, so I could run AutoDesk apps on it.

Poor old 1,1 is just collecting dust in the cupboard at the moment.

When buying the ram make sure you get FB ram with the large fin heat sinks.
 
Found out the card is deader than dead. I have an nvidia 320 2gb card but cannot boot from it. i created a usb boot disk with el capitan install on it using transmac. It still will not boot. Is there something else i have to do. I also tried creating a mac osx installation on a virtual machine which worked (yosemite) but cannot access my usb drive as additions don,t work on mac osx virtual machines. So no external drives. I know no-one with a mac.

think a gt 610/620 are good cheep options worth asking for advice in that topic.
a gt610 may not bee super fast but it'll get you working and you can get something more fancy later.

there's a lot of ATI cards that work well to :E i just dont know them so well

(im using a GTX660)

edit did some googling and your gt320 is a re branded gt 240 which looks like it dose work (if the card was not broken)
