I had a search and couldn't find mention of this anywhere but I've noticed that when I start responding to an email in the mail app (currently on Sonoma) if I minimize or hide the app (as in command+H), the app will pop back up, over and over again, as long as there is an un-sent draft/email pending.
I've not experienced anything like this with any other app. I've searched through the Mail settings and nothing seems related to this.
As said above I'm currently on Sonoma (14.3.1) but want to say this has been an issue for at least a couple OS versions.
