Make Available Offline so broken

I've had no real issues with offline downloading. But my question is does a offline playlist play local or stream when still connected to wifi or LTE? A few time per week I'm in a area where only 4G is available and streaming always suffers. So if I have a playlist locally will it auto play or try to stream?

I've been asking this question for weeks. I go in and out of lte areas and I don't always want to use my data for streaming music. I want to have the option to make Apple Music go offline.

I logged countless issues using the feedback app during the beta of iOS 8.4 with the MAO option when using it with my iTunes match albums. I think I've logged at least another 15 since iOS9 beta. In iOS 6 it all worked very well.

I've logged so much stuff with apple over the years are the bugs still exist today.
