It appears that the XProtect update depends on the version of macOS. You're running the Mojave beta and show a date of 21 Jul 2018, while Weaselboy shows a date of 24 Jul. It's possible he's running a later beta of Mojave than you are. That's just my guess but it does seem plausible.
 
The last entry for XProtect in the SU Catalogue is 13 March 2018. I'll leave it to other more knowledgeable folk to take the meaning of this further.
 
I think what we see in Finder is the date it was compiled into the last macOS installer. The 2099 version was issued on the 13th March 2018, as can be seen here and has not changed since:

- Search for either 091-60868 or XProtect.

- Below that find

<key>PostDate</key>
<date>2018-03-13T17:01:32Z</date>
<key>Distributions</key>

Also, Terminal Command for version information:

defaults read /System/Library/CoreServices/CoreTypes.bundle/Contents/Resources/XProtect.meta Version

I'm showing a date of March 8 2018 running 10.13.6 for XProtect.

Just look at the last modified date of this file. Mine was last updated on July 24.

Oops, OK, I am outdated with El Capitan, but wtf, why should XProtect be that old - July 2016. Now we are at August 2018.

Do you have this checked in System Prefs. I think that needs to be checked for XProtect to update in the background.

Or yu can run this in Terminal to force a manual update.

No, wasn't on as I do not like when OS upgrades things in the background. However, now I have the same setting as on your picture ... :)
And I run that terminal command. Indeed, it reported to be doing something. But when checking back on the file in
/System/Library/CoreServices/XProtect.bundle/Contents/Resources/XProtect.plist
it was still far outdated (July 2016).

Maybe it takes way longer to update?
