I'm still using these apps on my iPad 3, however they are older versions of the apps as the current versions require iOS 10 (Amazon) and iOS 11 (eBay.) There are no more updates once the requirements go north of 9.3.5, as the later version is the update. The problem comes if someone wishes to use an older iPad with a new Apple ID, as the older versions of the app are not available for download without first having downloaded a version of that app - meaning a newer device must be used to download and then delete the current version in order to gain access to the older one.

An iPad is only truly obsolete once the older versions of a desired app are no longer supported, meaning they cease to work and the only way to get that app back is to buy a new device. There are a few apps I can't get on my iPad 3 (and one new app requiring iOS10 with no older version) because of this but it will be obsolete to me this year as my bank have indicated that they will be moving to iOS 10. Dropbox appear to be dropping support for my older version of the app also (received an email giving 28 days notice yesterday.)
