I wonder if those that continuously recomend 16GB or more RAM for basic use would be so keen to send the OP or others the difference in price as opposed to being so free & easily spending somebody else's money?
For basic use 8GB RAM suffices, even my 10 year old 13" Intel MBP still manages let alone the M1 MBP. Some have been postulating for years such swap activity will prematurely kill the SSD, yet there is zero evidence or proof of such behaviour. I've used the base model 13" MBP's professionally (heavy engineering) for well over a decade with no issues with a good deal more than basic use. I see no reason to change due the "experts" here on MR.
If you need more performance, RAM & storage there are options at a price, equally dont be sucked into this vacuum that you need to splash out more just to surf the web & check email, you dont...
