I've never seen markings like the OP has in all my years of owning iPhones. I'd say it's a defect.
I have owned every iPhone since the first one except the 6S, and I have never seen anything like this. I agree it is a defect, particularly on a new phone.
 
Just return it, youre within the return period. You wont have a problem getting a new new one straight after a return.

I'd say wherever he got the phone put a skin on the glass and screwed up, getting stuff under it. It looks pretty obvious.

But that's just me.
