Does the i7 provide a significant upgrade for playing HEVC? I'm now streaming HEVC, with alot of buffering on Plex, from a 2016 Macbook Pro i5. Otherwise i would get the i5 Mac Mini if it is barely noticable

HEVC transcoding is performed by the T2 chip, and is independent of your main processor.
 
So my 2016 MacBook pro cant transcode HEVC than?

Yes via CPU, Skylake can encode/decode 8 bit, Kaby Lake, Coffee Lake, Whiskey Lake 10 bits, we are talking about hardware encoding/decoding, you can still encode via software with any CPU
