Multiple users on the same Mac should not be an issue... can't speak to being able to use the Tech Soup process to (re)activate a copy of Office procured from another provider.
I just bought the mac version for $29 from Techsoup. Are they really sending a disk?
 
Looking to get MS Office 2019 for my incoming MBP. The 2019 version is a single license/one time purchase/own it forever, which is what I want.

Where are you buying it, how much are you paying, and assuming it's a digital download, are you then throwing it on a USB stick for future use?
The single license one time purchase is what I want. I worry that a Mac OS upgrade would break it. I have a version of filemaker pro that runs on Sierra but will break if I go any higher. Do not use enough to justify buying the new subscription version.
 
If you work for a government agency (especially US federal offices) qualify for MS Home Use program. MS may be able to provide your agency POC. The price was $15 (or there about).

... Is it still the same or do they actually have a way now to limit you to literally one computer?

More than a decade ago (around 2005) MS office ran a check on the local network to see if the same installation serial number was running on any other computer at the same time, and if so, it forced-quit one of the copies.

I haven't checked this recently (meaning I no longer run a "pirated" copy of MS Office, as every one on the residence program did back then).
 
Millennials are are used to Google Drive for collaboration and many use Open Office. It's mostly an older crowd or corporate mandates (older execs) that insist on Office. It's going to be hard to get them to change when Google is what they know and more comfortable with, and as they assume decision making roles, it will be harder. MS is a little late to this game. I'm a lot older, and rarely use Office for anything other than Word and Excel for my own purposes. Sticking with my 2011 for now.
I tried using Office 360 email for my clients, but expensive and bloated. Nothing but trouble.
