This thread makes interesting reading. My 20" iMac iSight has exactly the same problem. The noise is always present but is worse at some times than others.
Luckily I have two iMac G5s so I can confirm that the other one doesn't have this problem at all. The only difference is that mine has an extra 1GB RAM. I'm going to try and remove it and if it's still the same I'll be demanding a replacement.

My new Intel iMac is absolutely silent. Having lived for four years with a Dell Space Heater (TM) under the desk, I keep asking myself if the fans are actually broken.
