This is actually a very common problem with computers. I built a PC a few years back, and whenever I touched the case, I would get this weird feeling like electricity just flowing into my arm. It was really really scary. Eventually, I discovered that when I was attaching the motherboard to the case, I dropped a screw behind the motherboard and it was allowing electricity to flow from the motherboard into the metal of the case. That also explained stability problems I was having. It is possible that something inside the computer is not grounded, and electricity is making contact on the metal case. Just take it into Apple and they will fix it. It will probably involve taking the entire thing apart though. You might want to just request a new one.

So in other words this is NOT normal, and should NOT be happening regardless of your power situation?
 
Well I don't know if this is a possible solution to your problem, but...

At first when I got my MBP I thought that I got small shocks too.

But I found out that the small hairs on my wrists got pulled out because of the tiny crack between the aluminium and plastic. It kinda feels like a shock but it isn't.

I just got my new mbp two days ago, and today I experienced a quite uncomfortable electric jolt on the left side of the laptop. Please don't give me that BS about hairs getting pulled from my arm. My arm was placed nearly at the center of the armrest (near the touchpad) and it was completely still. I'm using the mbp on an un-grounded outlet (my house is probably from the seventies and I live in Norway), so that may be the issue. Thankfully I will mainly be using the laptop in another town where I have a grounded outlet :)
