Mac Pro do not have hardware or firmware support for Thunderbolt. For now, it's a ugly hack that work sometimes and depend on booting Windows first.
Forget about Thunderbolt on a MP51.
USB-C on a Mac Pro is just USB3.0/3.1 with a different connector. Not even faster.but what about the usb c? it does all right? including thunderbolt 3 right? sonnet has this usb c card but no clue if it takes 40Gbs

what are you trying to get from the card?
do you just need a USB C cable or are you looking for an option to get a fast connection from your macpro?
i just got a cheep usb 3 card thats powered by the PCI slot, much simpler.
it's not the fastest and only has 2 usb3 ports but my WD external HD's cant relay go that fast any way so works relay well for me.
even works with drives powered by the USB3 cable.
(if you do buy it report back on achieved speeds)

Usb C is just a connector. Individual usb-c cables can have different uses. Different usb-speeds, DisplayPort version, thunderbolt. Not all cables do this all at once. For thunderbolt, your computer needs to support this. Just having a usb-c port on your computer does not mean you have thunderbolt.
On windows pc side of things, there's no AMD CPU computer with thunderbolt. Intel hasn't released this for other companies.
Although there's one guy who made this possible, it is not available to us.
If you want a computer with thunderbolt, as your audio-card needs, your options are only: build or buy a intel computer with thunderbolt, or buy a MacBook Pro 2016 and up or iMacs with thunderbolt.
Thunderbolt-usbc-displayport-etc in one cable is a mess. The selling point is that you need only one type of port. Its a lie. You cant split 1 thunderbolt port into new ones. So usb3 will always be needed.

The device the OP is trying to connect is purely a Thunderbolt device. No USB card or adapter will work with it.i was confused at first as to why you where asking for thunderbolt or USB C as if you needed massive data speeds then it's a problem but i assume your audio device wont need massive data, eGPU, display out etc then you will be fine
