It literally looks like a kindergarten art project. Everything about it is horrible. The type that everyone knows is really ugly, and only parents like. "Oh, that's really nice little Timmy" and then it gets thrown in the garbage after a couple of weeks. It takes absolutely no artistic skill whatsoever.I've really never understood this sort of point of view… but would like to have a better understanding.
Is it because less intricate designs look basic in a way that suggests lower skill level? The colours? Or something else? Some schoolchildren's art can be wonderfully joyous and expressive, so the association with ugliness doesn't ring true.

I’m not sure it’s a “point of view”. It’s simply the persons subjective feelings about something artistic.
