This only works if you have saved your SHSH blobs in Cydia, see this requirement in instructions:

It is, except it appears that he doesn't know how to get his iPhone into DFU mode, so he's trying to restore to 3.0 first so that the restoration process will start, error-out, and leave his phone stuck in DFU mode.

He also seems to think that editing one's host file is cracking...
