FYI 9.7 Pro has an embedded SIM, other models do not. I believe OP is looking at 5th Gen but this link might help someone:

D'oh! The "5th gen"/7th gen iPad is so similar to the Air 2 that I forgot they did the embedded SIM thing. In that case, I'd still maintain that using a second SIM in the user-accessible tray for AT&T would be the best option to avoid locking the embedded SIM to AT&T. A new thing, however, appears to be Apple's claim that you can "contact AT&T for details of their Carrier Reveal program to enable Apple SIM for other carriers," which is definitely something you'd need to do if you bought the iPad at AT&T but want to use it elsewhere, and given the previous generations' behavior, it wouldn't surprise me if you also needed to do that if you used AT&T on the embedded SIM and want to use it elsewhere in the future.
 
You sure about that? I've never seen a locked LTE iPad. iPhones are different, of course.
Well, the iPad isn't locked. Just the SIM becomes locked. You can switch to another vendor's SIM at any time.

With my Mini 4, and my legacy unlimited plan, I found out just before expiration that I hadn't updated my CC expiration date, and it was declined. I hurriedly updated the info before the expiration date, but something didn't take, and I couldn't get data to work. Went to store, and had to switch to ATT SIM.
 
I just figured out how to get to the other plans besides Unlimited and 1GB. You need to choose the "Shared Plan" option at the top. Apparently it allows you to have just a single device on the shared plan, but that is what enables the other plans (2GB, 4GB, etc.) to show up.

Thanks, good info (in the most recent post). Also, I just re-read the information you posted earlier and I didn't realize that the AT&T option disappears when you choose another carrier. "Super-lame".
 
Yeah "super-lame" :)

If I decide that I want Verizon, would it be best to purchase the iPad from Verizon instead of from Apple so that it already has the Verizon SIM installed?
