After quite a bit of testing with my 16-inch M2 Max MacBook Pro with 96GB RAM on a Studio Display, I haven't noticed any flickering at all in the LRC develop module, with GPU set to 'auto', even with brightness set to maximum.
The issue occurs when using Lightroom's dual monitor function: tools on one monitor and the image on a 2nd monitor. Turn it on and flickering on one or both monitors. Turn it off, no flickering. See attached screenshot with the "2" monitor greyed out.

All of Lightroom on 1 monitor.

Now split between 2 monitor with the image on the MacBook.

Strangely, it doesn't always happen and I've not discovered a pattern. 2 days ago, it happened 100% of the time. Today it has not yet happened.

Perhaps one of Apple's automatic updates was applied. This happens at least once a week.

Just a heads up here....I have the exact same issue - MS 2023 M2 Ultra, Pro XDR, brightness at max or 1 step below with GPU acceleration turned on.

Problem solves itself when brightness set at 14/16 or lower.

Chiming in here that I see this on a Mac Pro 2023 with XDR Display with no second display too. Was editing some photos with bright daylight today which pushed to monitor to max brightness and this happened but luckily I found this thread. Very weird bug but thanks for a solution that stops it happening at least.
 
Quick update:
After experiencing this with my M1 Max, M2 Max and M3 Max, I notice I no longer experience the Develop module display flickering with my M4 Max.

I can't speak to whether it is solved with every model/combination. Here is mine:
* 14" MBP with M4 Max chip (16c/40c/128GB)
* MacOS 15.1.1
* LR Classic 14.0.1
* Apple Pro Display XDR (hasn't changed)

While I rarely do it, I can now go full brightness (or 1 step below) and use the Develop module without flicker.
