Also is there a way to be able to run Catalina on it?

Yes, there are different ways...
I'd recommend though to first upgrade to Mojave ,with RAM and CPU upgrade .
This will turn your MP into a powerful workstation.

It's necessary anyway to upgrade to Mojave to install Catalina, but you could consider Catalina at any time.
Anyway Catalina is not natively supported on the MP 5,1 , so it's not an easy/no workarounds install...
Mojave is known as very stable and is the last OS officially supported.

Do you need a different graphics card other than the radeon 580 to run it?

So based off of what you said
I should do the graphics card first
Then the ram and CPU
Then worry about Catalina?

To install Mojave read the first post thoroughly before install.
There are some things you have to know/be careful with.
Depending on the GPU installed at the moment, you may have to install High Sierra first,
then swap the GPUs.
Because the RX 580 is not compatible with OS previous to HighSierra (Sierra only with bad performance).

I’m already running high Sierra so no worrying about that

One more thing:
I don't know what kind of storage is installed (HDD/SSD etc) at the moment.
In case of a spinning hard disk, I'd definitely recommend as minimal an SSD or much faster (for ~ the same cost) an NVMe blade:

This thread is creating parallel content to the information created in the sticky threads and highlighted by the very first answer you got. Is there some reason this isn't continuing there?

This may be of some help too:

[MOD NOTE]
We have a whole sticky full of informative information. Please review that thread and ask your questions there.
