UPDATE:
I just got this email... I like my advisor a lot, but its kinda sad that I got advise from tons of strangers in the time it took him to get back to me... Then again he was very thorough.

The PC will work. You will need Photoshop. The reasons we require a laptop are...
1. We teach the course in classrooms that don't have adequate numbers of computers. Sometimes you may even be working outside or in the shooting studio.
2. It is also a lot easier to look at a lot of pictures on a students computer without having to transfer the files to a lab computer.
3. The lab computers are dog slow when looking at big folders of images because the University key-serves their software. This wastes valuable class time.
4. We can set your Photoshop to give better color results when you edit and the instructor gets to see what you actually use with your Photoshop, computer, and screen type when you download and adjust your images, which can be a big help to you when you have image or printing issues.
I think Katie stipulated Mac to make things more consistent but if your existing PC laptop is reasonably fast enough to work with large images then you will be okay.
I copied Katie and Gordon ------ (the other Photo 200) instructor so they are aware we had this important discussion.
