The "late 2013" isn't correct.

Tim Cook is literate. "Although we didn't have a chance to talk about a new Mac Pro at today's event, don't worry as we're working on something really great for later next year." and "We are planning a new Mac Pro for later next year." were the comments in the two published emails. He didn't say "later, next year". His emails are specific. "later next year" said in June indicates the second half of 2013. I did not say they were waiting for Ivy Bridge nor did I mentioned Q4.

Ivy Bridge coming in the second half of the year too would make it seem likely they will use that as until the 2012 update they had always used the latest technology. That is my opinion, it is neither right or wrong based on what we know.
