If that is the case, why is the $199 iPhone $649 when you buy it without a contract?

Nobody said that. Analyst figure it costs approximately $217 to manufacture.

The phones aren't sold at a loss. I'm not sure if it's known what carriers pay Nokia for its phones. Carriers can give you the phones for $0 because they are selling contracts, not phones. Carriers are hoping to make enough from the contract to cover the phone subsidy and turn a profit.
