The better question is why don't you have the original discs?

That is correct, because every computer capable of running the Intel version of Tiger already shipped with the disc.
Since you don't have the install disc, which the original owner should have transfered to you when you purchased the computer, you should contact Apple directly and explain the situation. They will be able to get what you need.

I don't get it. If every computer already comes with a disc, why does Apple sell any version of Tiger? Why would they sell it for older hardware, but not newer hardware?...every computer capable of running the Intel version of Tiger already shipped with the disc.

Ohhhh... I see.Because many computers shipped with earlier versions of OS X than Tiger. There are a ton of users who needed to upgrade to Tiger. Just like we're all planning to do when Leopard comes out.
The retail version of Tiger is for Power PC processors. When 10.4 came out, there were no Intel CPUs in macs.
