But based on the OP's description, this is not a large scale production environment; it is a single classroom...so Profile Manager and other low cost/free tools seem to be worth considering.

Less than ideal, yes. But with little to no budget, and it sounds like little to no support from the enterprise folks, it sounds like he needs to roll his own.

To this point: Mosyle Manager is a wonderful MDM built for education. They have a FREE tier that allows you to manage one OS (iOS or macOS; pay to get both). This may be a good solution for OP's use case.

If it were me, I'd probably tie all the Macs to the existing AD infrastructure and use Mosyle's free tier for MDM on them. Then set up the built-in File Sharing options on the teacher Mac.
