PerfPowerServices Webcam Access

Why would PerfPowerServices process tries to access webcam repeatedly? Using Kaspersky. Webcam access is blocked from settings and through Kaspersky.

As "PerfPowerServices -- manages structured log archives that enable retrieval of system power and performance data", it probably wants to know if your webcam is on or off, consuming power or not.
