Wifi and Bluetooth have been a nightmare for me ever since the Handoff code was added to iOS...

and OS X too now that I think about it.

I'm very happy i kept my older OS X backups. I can go as far back as Leopard. So yesterday i restored a Yosemite backup to an external Thunderbolt drive and tested this on it. No issues whatsoever. So it's probably El Capitan.
 
This is that issue. Apple not show for the community their very bad handoff/personal hotspot/instant hotspot code.

I am sure Apple can not fixed. Because this issue since iOS personal hotspot exists.
And since iOS 8 with Handoff,instant hotspot now more broken in iOS personal hotspot as the old version.

I mean wifi iOS personal hotspot.

Don't be. It appears OP may be messing around with his system with jailbreaks, etc. Or at least that's the advice of a lot of folks on this thread. Better to request Apple's assistance-- the phone is under warranty.

I'm not. It's exactly same bad experience if i install stock OS X and stock iOS.
 
Could it be related to OS X El Capitan's issue where Bluetooth is unavailable after waking from sleep often? When I wake from sleep, it's often disabled and only a reboot can get it back.
 
My Instant Hotspot is working perfect at the moment between my iPhone 6s and El Capitan MacBook Air, however I've had so many issues with Instant Hotspot and the previous Personal Hotspot. I don't doubt that you're having issues, and they are so frustrating. You're definitely correct in saying that Appke have a lot of work to do on this feature.

Especially since I had hotspot working on my Windows Mobile 5 phone ten years ago.

And people think that tech has advanced so much lol. In many ways it's gone backwards, it's more expensive, more locked down. We have higher resolution displays though, so there's that. And we got rid of the stupid stylus. Oh wait.

I just want to clarify that i only have issue with Hotspots not working through iCloud. If i manually enable them i can easily connect to my iPhone.

My only issues are with automatic hotspot setup.

But With your thread here come all user with the title personal hotspot issue. This is good.

Apple can see that their codes for handoff/personal hotspot/instant hotspot etc... are very bad. Suggestions is Apple release this iOS part as Open Source, then comes many jailbreak developer and fixed this issue
