Mine finally decided to scan for faces and made it through some 11,000 photos. But now it's been stuck there for the last week with 79,000 photos remaining to be scanned.

I've repaired my library and after that I left my laptop overnight and it's now completed. Maybe try that.

Anyone had any luck? Photos hasn't scanned since Monterey.
My issues remain. I have repaired library (several times). Re-installed Monterey (both a repair and full wipe with rebuild of photos from icloud), Exported all videos and deleted (thinking maybe it was an old format). Ran Malware search, removed any apps that hinted at photos (Duplicate finders etc). I tried resetting configuration for all photo libraries all with no luck. All my photos have scanned on my iphone and my ipad but no luck on my mac!

How many photos do you have in you library? I rebuilt my library and the app then spent over a month scanning for favorites. Only when that was complete did it start scanning for faces. Over the last few weeks my system has scanned about 30k photos (out of 80k), but it only does so when the machine is idle (that is, awake but not being used). I'm using a 10 year old machine (2012 Mac mini) and can only assume that things would proceed much faster on a new Mac with ML hardware like the iPhone and iPads have.

I only have 8K photos. My machine is a 2015 Air. I tried re-installing the OS last night and notice although no photos scanned yet, the activity on Activity Monitor has gone way up. Will leave it for a few days

Mine started to scan finally. All faces done but still curating (Stuck at 90% or so for a week). The only thing I did was re-install duplicate finder pro

OK, I think I have this finally figured out. I went in and removed the "Prevent Sleep" in the power settings. I believe this only runs when sleeping. Additionally I removed all MOV video files (that I had created and imported from imovie) and converted to mp4 then re-imported. 1 day later, all curated and all people scanned (5500 photos). Seems to be working as desired.

I have the same problem for about two years. Tried everything, reinstall the Mac, redownload all library from icloud, etc. etc. anything and everything you can think of.

Finally contacted Apple several times and had different people from the Apple development team (not the regular support team), do several scheduled sessions with me where they connected to my Mac, toggled some special profiles, and collected some logs and debugging info from Photos.

After around one month, I got a call from one of the senior technical team saying that they had identified an issue in the Photos library that prevented to scan of people's faces and the team would eventually work on it. They didn't say when it would be released and they said that Apple doesn't give estimations or deadlines on such fixes. I was trying to get details but the most I got was "If it's not fixed in some months by an update, call us again". But around a year has passed and they never fixed it and I don't want to do all the lengthy debugging process again...

I just resigned and forgot about people scanning

That sucks. Did you try removing all video files and enabling sleep?
