A: Not that I know of. Just search around for 'wigglegram tutorials' and perhaps you'll find an app.

Came across it one day on a search. So I recreated it in After Effects CS6 to see if I could do it. Once I understood it was just an illusion giving the effect, it was not to difficult. Hardest part was getting the timing right.
