It's one of many "wiggle" GIFs that fudges 3D by showing both eyes an object from rapidly changing angles. You can find a ton of them on Google:

When done with photos as you've just shown, it looks like the "bullet time" effects in the Matrix movie series. I find the first illustration you posted to be a more "effective" 3D effect, though.

This is really subtle but I like the idea. Hopefully I'll be able to find a better video of a similar shot and make a cinemagraph from it.

I've realized that the more frames a "wiggle GIF" has, the more convincing I find the effect. The Times Square GIF you posted, like the "baseball cap-wearing mannequin" one further upthread, only has two frames. The close-up of the cake, however, has more frames, giving a smoother transition between angles and allowing one to perceive more "parallax", for lack of a better word.
