Lexs has it setup to get wallpaper file from camera roll. To fix your problem EVEN on 4.2.1 go into HTML file and change the user/ blah/blah/homescreen to this:

<div id="Layer"><img src="Wallpaper.png" class="stretch"/> 

And/or for Lockscreen:

<div id="Layer"><img src="LockBackground.png" class="stretch"/> 

By doing this all you need to do now is put the Wallpaper.png and/or LockBackground.png into you main themes folder (make sure labeled correctly!)

How do I install this? I downloaded through cydia but can't find it in settings and or winterboard.

It's an SBSettings theme, not a Winterboard theme. Two different kinds of themes in two different locations. Swipe the statusbar on your homescreen either left or right to bring up SBSettings. Click the "More" button, and it should show up in the SBSettings Theme section. Chose the one you want and respring.

Use something else to edit the html files like Notepad++ because it looks like notepad is combining some of the words together like "iscelcius = truevar" when it should only read "iscelcius = true" and "var" is the next line.

for your location go here:

CAXX0504 means Toronto, so find your city/town to get the last bits of the url and put that in the file.

For fahrenheit, see this part: "iscelcius = true" make it "false"

Unable to jailbreak.
Hopefully tomorrow/Wednesday my new Mac will arrive.

What theme?

I was browsing through this thread and found quite a few references to a theme by someone named "Lex". You're all probably laughing right now as he seems to be a rather talented individual who is a star on these boards - obviously I'm fairly new to the scene.

Anyway, please have a look at my attachment. I could find several references to this theme in the thread, but all the discussions were on how to tweak and change the weather information. I'd like to install this theme (it looks awesome!), but I'm not sure what it's called or where to get it. Any help would be appreciated.
