Do you have Lockinfo installed is it enabled set to on
Then try a respring /reboot
 
I think user wallpaper it a theme that got left behind with all the changes to IOS. You don't need in winterboard since you can do it through IOS natively.
 
I just enabled lockinfo for the lock screen and I get this. What settings should be on or off within lockinfo > lockscreen?

im using LEXS icon widget theme, just wondering why im getting the blue box with question mark in it, i assume this is because the wallpaper image isnt working, anyone know how i can fix it? EDIT: sorry just read and realised the widget wallpaper problem in lates iOs

Finally got my homescreen on 4.2.1 the way I wanted thanks to LEXS, G.O.C. HD, and Lockinfo.
