This was a theme originally made by StoryR called Heavy Metal HD. the minutes "rotate" every minute and the hours "rotates" every hour. StoryR's is IMO is better looking. You can check out this link and a link from YouTube seeing it in action!

How do you use a wallpaper overlay, i dont get it

use gimp or photoshop to paste the overlay over any wallpaper you want

Or you can also use it as part of a widget (as an overlay) with any springboard wallpaper

Odd question--anyone know of a widget that actually USES AccuWeather instead of Yahoo Weather? My phone's developed an odd bug where it refreshes about a quarter of the time with old, incorrect weather data. Even the weather app is affected, but I won't have time for a restore for some days yet. Thought I might be able to use AccuWeather data for a workaround--they're WAY more accurate for my area anyway. But the only widget I have that uses it uses a separate .js file and I can't get it compatible with supervixen's Crisscross so far.
