That's done with the Cydia tweak called Boover. Settings for what's shown (with the tag badges on elite 6 slate icons) are Top Right (normal), Alpha: 1.0, Offset Y: 15, Offset X: -1, Badge Scale 1.3.
If you're using different badges or icons, you may need to experiment a bit to find the right settings. Jaku, for example, is a few pixels off in either direction. (And on the iPad 1 on 5.1.1, they're completely out of whack--not sure whether it's the iOS or the iPad screen size, but it took some doing to line things up correctly for that!)

Nice, not sure what style or look you're going for but it looks "retro" in a good way.
This is a cool type of theme..... On which repo will it be available ? And any ideas of expected release date ? Will it be a paid theme ?

Iblank and springtomize.
Set icons in dock to 5 using springtomize and create 2 blank icons using iblank, one for the far left and one for the far right of the dock.
Download ifunbox onto your pc/mac navigate to Library>Themes and drag and drop the vintage photographs.theme into ifunbox.
It's done ! Whoo hoo ! It's really cool !!!!!

I just did it without my laptop
Just downloaded and opened in ifile then cut and pasted in themes folder..... Now it appears in winterboard......

Haha yeah ifile works too. I never use it, any time i'm messing with a theme I use a laptop. lol.
