No, it's dynamic and GPS. At least I'm pretty sure it's dynamic...I'll let you know tomorrow when it snows here.
 
If I donate for the beta repo will I get the cydia release as we'll or would I have to pay for it again?

It is on Cydia already. Once you donate, you'll get an email containing the private source to add on a Cydia to download the theme. And no, donate once and you get all the new stuff that's being added.

Icons are a mix of Elite, Carla and stock/custom manually applied to be rid of winterboard. Dynamic shadow from iconomatic. Springtomize and Gridlock for the layout. Live weather icon, Cloaky for status bar hides and Badge customiser do the rest.

Good inspiration in this thread - keep them coming.

Can you explain or link me on how to change the icons manually? Using the entire Elite 7 is giving my phone all kinds of problems but I really want the icons.

I use iFile from Cydia. Go to the Applications folder, find the icon and rename it (as a backup). Then replace with desired elite icon.

For downloaded apps first open iFile and copy the icon you to use, then I use AppInfo from Cydia, scroll to app I want to change then use 'open in iFile' option to quickly get to the right folder. Rename original, paste in new one then wipe the springboard icon cache and respring.

Takes a while if you have plenty of icons but worth it to not need Winterboard running. Can also use iFunbox if you prefer drag n drop.
