Hi, I'm new here.

Just wondering what is this overlay used with status bar.

Is this overlay just a layer on top of Wallpaper and edited using Photoshop? Is it a layer from winterboard?

I believe there should be a psd file with layers. Your image is a part of that layers.

What icon theme is that?

It's something I have been working on for a few weeks (no name yet). It's not finished yet but I may release it once it's done. The idea was to mimic the translucent navigation bars Apple uses in the few dark apps in iOS 7. The icon backgrounds are semi-transparent to allow a bit of the wallpaper to peak through. Here's what it looks like currently:
