Sorry if this has already been covered previously, but what theme and font is this?
Can you please share the name of the icons? And how do I get that exact dock style? Sorry but I am new to this, I know I have to use Winterboard but do I have to insert a certain file somewhere via iFile or something like that to get that dock?
Eli7e. That dock is just part of the wallpaper. I think they are included in the theme.

Slooooooooowly rebuilding the phone after finally getting around to moving from ios 6 to 7.1.2 a couple of weeks back. LOL I haven't even started looking at converting lockscreens yet or those ugly status bar icons/battery.

This looks amazing, may I ask what theme it is?
I also just started using widgets, what is SGHTML how do you get it to work?
I can't. It is one of 6 that come with Lasso, a paid theme available in Cydia. Not only is it compatible with iOS 7.1.x (iPhone 4, 4s, 5, 5c. 5s + iPod gen 4th &5th), but I'm running it on 7.0.6 on my 4S.

Its called Ele7en in Cydia.
To use SBHTML - go into cydia and download GroovyBoard (SBHTML), its free. Then using iFile (Paid) - Copy your SBHTML widgets to /var/mobile/Library/SBHMTL (You can also change your weather settings here within each widget)
Then go in to settings and scroll to cydia apps sections - select SBHTML, enable it and under its settings choose your SBHTML of choice.
