Oh sorry, this is Arc theme by cocco28, in Cydia. Tons of extras with it.

you have to edit the file "Settings.plist" inside "Applications> Preferences.app".

or you can use the tweak "Transference".

Icono is from paid theme Flawless in cydia
Status Bar is called Tiny UI by dragonball
Badge is from paid theme iMX in cydia
Dock is by Mone
iWidget is from paid theme Original in cydia
wall i cannot remember.
