Klanting theme, Springtomize 3 for dock, icon size, and position. Dockshift to bring it down. That's dubs iwidget #84.
That LS is a tweak called Personal Assistant I believe.
LockHTML if it's working on 9.3.3, but that particular LS 'personal assistant ' is a stand alone tweak I think.
