How did you get the time widget to stay at the top and have the icons move down? I used to know how to do it, but forgot.
I did this with Springtomize 3 and Anchor by adding rows and dragging them to the bottom leaving the space for the widget.
Yeah I have Springtomize but it's not working for me if I have dock reflections for whatever reason.
I've settled on this:

The feature to have no status bar on the lock screen is not working in LockHTML4. Is that the case for anyone else?

It is forecast, with the option of showing it with the clock selected.
